[1]          Huw Irranca-Davies: Good afternoon. Welcome to the Constitutional and Legislative Affairs Committee’s meeting today, on Monday 12 December 2016. As per normal, there’s bilingual translation available. We’re familiar with all the housekeeping issues of switching mobiles off, where the fire exits are, and all of that. We have apologies from Dafydd Elis-Thomas and from Nathan Gill, but no other apologies. We don’t have substitutes for them today.

Instruments that Raise No Reporting Issues under Standing Order 21.2 or 21.3

 

[2]          Huw Irranca-Davies: If we can move on to item No. 2, where we have instruments that raise no reporting issues under Standing Order 21.2 or 21.3. Under paper No. 1, we have a statutory instrument with a clear report. It’s on negative resolution instruments SL(5)040, the Religious Character of Schools (Designation Procedure) (Wales) Regulations 2016, and SL(5)041, the Non-Domestic Rating Contributions (Wales) (Amendment) Regulations 2016. Do we have any comments from Members on those? I don’t think we have any observations from our officials. So, are we happy to note those? Okay. Those SIs can be noted.

[3]          Huw Irranca-Davies: If we move on, then, to item No. 3, we have papers to note. First of all, under paper No. 2, we have the report by the House of Commons Public Administration and Constitutional Affairs Committee, ‘The Future of the Union, part two: Inter-institutional relations in the UK’.

 

[4]          If I could invite Members to note that report, and you’ll know the synchronicity of this with, perhaps, some of our deliberations at the moment. Members will wish to note that, in paragraph 96, the PACAC support amending Standing Orders at Westminster to allow all committees of the House to hold joint meetings with committees of the devolved legislatures, amongst other interesting parts of that report. So, perhaps we’re swimming with the tide here on this particular one. So, we note that report.

I would suggest that, under Standing Order 17.42(ix), we actually move to exclude the public from the remainder of the meeting and move into private session? Are you content with that?
